So how can a public place not allow something for public domain? It's still available for for research purposes, for free mind you, but like I said, items under copyright can't be reproduced and put into the public domain. It would be the same as if I scanned an entire chapter of any Harry Potter book from a library and posted them up on Facebook. The books may be in a public library, but they're there for personal consumption or research purposes.
