Not officially confirmed yet but i'd say the chances of it being in the game to be about 100%.

It’s guaranteed; if Frontier have gone through the effort of adding Ceratosaurus (a dinosaur that has only appeared for 30 seconds) and Edmontosaurus (a dinosaur that was only depicted on the website, and confirming both Tyrannosaurus and Indominus to be in the game (both large carnivores having a prominent role in the franchise), the Spinosaurus is practically confirmed to be in Jurassic World Evolution.
