It's easy to see why there isn't an existing spin-off series -- the kind of special effects from the films haven't been available for live-action television until a few years ago and still aren't as widespread as many seem to think, and tend to often end up attached to shows that are aimed firmly at an adult audience. I say this not because Jurassic doesn't deserve the creative freedom to include adult content, but because I wouldn't want swear words and nudity being forced into scripts to oversell it.
Animation allows you to do nearly anything, but animation is still viewed as a lesser art form designed primarily for children and very depressed adults. It's clear to me that in the eyes of many, a Jurassic Park animated show would be viewed as cheapening the franchise - which bothers me a lot, as someone who loves animation and wants to see the medium more respected as a medium for telling any kind of story that could use the medium to its advantage.
So, you have one option that's only been available for five years, and one that's been tossed out a dozen times before.

Now, my ideas for a Jurassic Park TV series?
More favorable to live-action... show us how the park - the very first park - came to be. Let us see Hammond and Lockwood as idealistic young men with dreams, let us see those first dinosaurs being created, weak clones and mistakes, how Wu and Nedry, Muldoon and Arnold came to enter the picture. There's not a need for as heavy sfx and there's some built-in tension with the foreknowledge of where things will lead, but you can root for these characters to succeed and there's a lot of room to deepen the fabric of Jurassic here. How were certain species selected for the park? Canonize version numbers?
Animated gives us more freedom, but tempts me to suggest a more radical reinvention; I'm tempted to say something set on Nublar during the Masrani Global days, but focused more on dinosaur trackers getting the island into shape and very early construction, the low-level workers who don't know what's going on the top, not so much on the politics and intrigue of Claire and Masrani. Maybe for guest appearances. But an animated show would be best focused on the dinosaurs imo
